Before July 1, 1971, they couldn't vote either. Oddly, this was not widely seen as a curious paradox until the zenith of the Vietnam War, though I understand General Eisenhower was, as a man who sent quite a number of non-voting eighteen-year-olds into harm's way, aware of it.

"things like gambling"? As far as drinking is concerned, alcohol is banned for everyone throughout Iraq, at least under MNCI (not that some doesn't get through, but it's rare). Drinking age is 18 on US military installations when the local laws (germany, et al) allow it. 18 is technically the age of majority and they are adults at that point.

You can't be president before you're 35 - that's not saying that people between 18-34 are 'youths'.
